The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

The Data Scientist supports the Innovation and Analysis Section by conducting advanced statistical analysis, developing scalable analytic workflows, and creating dashboards and interactive applications that inform decision-making across the Department of Adult Correction. The role extracts, analyzes, and manages data from multiple systems; builds reproducible pipelines in Databricks; and develops analytic products that translate complex information into clear, actionable insights for stakeholders across secure facilities, field services, and administrative units.

Key Duties Include:
- Extract, analyze, and validate quantitative data from multiple sources using appropriate analytical and statistical methods.
- Conduct advanced statistical analyses—including regression, predictive modeling, survival analysis, and multilevel modeling—to support operational planning and research needs.
- Build and maintain reproducible analytic workflows and data pipelines in Databricks using Python, R, SQL, and PySpark.
- Develop dashboards, data visualizations, and automated reports for internal and external audiences, including Power BI products and publication‑quality graphics.
- Design and deploy interactive applications (e.g., R Shiny) that enable users to explore data, monitor KPIs, and generate custom insights.
- Lead the adoption of new analytic tools and processes, including documentation, training materials, and version‑controlled workflows.
- Collaborate with project managers, analysts, leadership, and external partners to understand analytical needs, share data, and ensure evaluation accuracy.
- Maintain data dictionaries, technical documentation, metadata standards, and data governance practices to ensure reliability and compliance.

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Demonstrated experience building data pipelines and managing Delta Lake tables in Databricks, such as developing notebooks, scheduled workflows, and automated quality checks.

  • Proficiency in R and Python for statistical analysis, predictive modeling, and reproducible research workflows.

  • Documented experience creating interactive web applications using frameworks like R Shiny, Dash, or Streamlit.

  • Proven experience developing dashboards and visualizations using tools such as Power BI, ggplot2, plotly, matplotlib, or seaborn.

  • Experience working with criminal justice or public safety data, including familiarity with data governance, security, and CJIS‑related considerations.

About the Division of Innovation and Analysis

The Innovation and Analysis Section is located within the Organizational Performance Division. Its primary mission is to drive data-informed decision-making and continuous improvement across the agency. It leads the implementation of the Priority Questions Research Agenda, conducts agency-wide statistical analysis, and manages dashboards and data visualization tools to support staff access to actionable insights. The team also responds to data requests, researches best practices, collaborates on innovative initiatives, and evaluates programs and processes to identify opportunities for improvement.
